Every spell your opponents cast: draw a card unless they pay {1}. So either they pay the tax and you don't draw, or they don't pay and you draw. Either way, someone is mildly annoyed. It's been that way since Prophecy. It's in tens of thousands of Commander decks. It's one of the most recognizable cards in the format. And the price?
